Judging by PD's past articles, he usually doesn't include Alaska and Hawaii, especially when he makes claims about California being the highest priced gasoline in the country. I have pointed out many times for those articles that Alaska and Hawaii were priced higher. In this case, it could simply be that the rest of the country is dropping while Alaska and Hawaii are still going up.
California, which had the highest price spike with the most gas stations, has had the biggest recent price drop which accounts for the larger drop in the "average" for the country. The current price drop in California is because we switched over early to the winter blend because our DemocRAT governor is worried about how it will affect election results in November.
